Answering the questions in the SEND Review is not straightforward. There are complicated issues to consider if you want to do it properly. Below we have ponder points that you can use to help you answer the consultation

However, we have also included tips from these post below. If you think there are things missing about Post-16, you can just add them here, or in the catch-all Question 22.

Consultation Question 12:

12: What more can be done by employers, providers and government to ensure that those young people with SEND can access, participate in and be supported to achieve an apprenticeship, including through access routes like traineeships? (Chapter 3) 

This is a very narrow point. Consider the following points:

  • How can the government ensure there are more quality apprenticeships suitable for disabled young people?
  • What else do they need, such as help to get there, social, housing, and continuing educational support?
  • How could multi-agency planning for life for young people with an EHC Plan, including housing, employment and continuing adult education work? Who would fund this?
  • What effective employment support post-college could there be?

Why is the only real question about Post-16 confined to apprenticeships? What about the academic futures of disabled young people? Because of this, here are some further points you may wish to include here. If you don't want to include them in this section, we have a form for the catch all Q22 (or you can use the government site of course)

  • What about supporting young disabled students who get to university? Should they benefit from a statutory EHCP like other disabled young people? Should this be included? How?
  • How would national standards for transition to post-16 settings work?
  • Should the proposed SENCO NVQ also be for Post-16 SENCOs? How would it work?
  • How can the Green Paper enforce a requirement for the every further education setting to have a governor with SEND knowledge?
  • How should "career hubs" support young people with SEND?
  • How should the DfE develop statutory guidance for local skills improvement plans that improve the employment prospects of young people with SEND? 
  • Are "common transfer files" enabling data transfer for better transition experiences a good idea and how should they work?
  • How should the £18 million for supported internships (already announced) be spent? 
  • Should the DWP piloted “adjustments passport” that sets out the required support for work or higher education be statutory? How would/should this be different from an EHCP? or in the workplace. Should it be expanded to all young people with SEND?
  • How would a dedicated transition worker for young people with SEND and their families work? Who would fund this?
  • "Funding/commissioning systems should allow a gradual tapering off of education and increased support from adult social care over their final year." Is this a good plan? How would it work?
  • How should the goverment invest nationally in FE specialist training for local colleges, for example in sensory impairment or positive behaviour support
  • How should the government change commissioning approaches that would allow young people to access dual placements in specialist and general FE settings
  • How should the government fund the small numbers of young people with low incidence or very complex SEN who need highly specialised provision to make it less of a battle for families?
