Answering the questions in the SEND Review is not straightforward. There are complicated issues to consider if you want to do it properly. Below we have ponder points that you can use to help you answer the consultation

A good idea is to:
- copy and paste the following prompts into the form below and add your answers under each one,
- copy and paste them into a notes app or word doc to answer, then paste the whole lot into the form below
Questions 17, as stated on the Government website:
Consultation Question 17: What are the key metrics we should capture and use to measure local and national performance? Please explain why you have selected these.
Translation: How should the DfE measure how SEND is being delivered locally and nationally. Are there specific statistics? Is there some other way that disabled children's outcomes can be measured? Why do you think this?
To help you answer this question, you can read this part of Matt's post here. However, we have also included tips from his post below. If something doesn't fit, you can add it to the catch-all Question 22.
Proposal
The Department for Education says it doesn't always collect the right information, at the right time. This makes it hard for local areas to respond to the needs of local people fast enough. As a result, poor decisions are made locally, making it harder for the people monitoring the SEND system to intervene appropriately.
To address this problem, the DfE want to create “inclusion dashboards” that will show how the SEND system is performing at a local and national level across education, health and care. They want this to be done transparently and without a big time delay.
Some of the data the DfE is planning to use for inclusion dashboards :
- educational attainment rates,
- school absence rates,
- percentage of pupils with EHCPs,
- waiting times for community health services.
Ponder Points
- Are the people who currently run the SEND system already measuring the right things? If not, tell them what they should be measuring instead.
- Are the people who currently run the SEND system interpreting data in a way that supports good outcomes for children and young people with SEND? For example, they want to measure the percentage of school pupils with an EHCP – but is a comparatively high % a good thing, or a bad thing?
- What things in the SEND system currently have the biggest impact on the wellbeing and progress of your child or young person? If those things aren’t likely to be picked up by an ‘inclusion dashboard’, then it’s not going to be fit for purpose – so think about ways that it can be picked up.
- An “inclusion dashboard” will rely on data that will often be stripped of context. How vulnerable is this data to misreporting, massaging, or outright manipulation? If you have examples where this has happened (for example, LAs ‘finalising’ unfinished EHCPs to meet the 20-week deadline, then ‘unfinalising’ them to work on the draft afterwards), let the DfE know.
